I agree, and I think that China is doing &quot;both/and&quot; - building traditional infrastructure AND green infrastructure, in both cases as if there&#039;s no tomorrow. This would make sense if they 1) planned to help other countries burn every last bit of coal and oil AND 2) wanted to have a robust clean energy infrastructure in place to shift over to flexibly as fossil fuels run low, then more or less run out. It also recognizes that they don&#039;t have the military power to contest the US for that last drop of oil. 

Building on both fronts also gives China the chance to be among the leaders, if not THE leaders, in cleantech, which is the industry of the future - if there is much of one, after we burn all the fossil fuels, as seems likely. 

Is it still a MAD scenario? Well, MAD enough - the US and USSR competed in other arenas, too, while running the nuclear competition close to the edge. But I don&#039;t mean to push the analogy too far; unlike nuclear bombs, CO2 is only a weapon by accident. 

As for invading Canada - a credible ability to do it may make it unnecessary to actually do it. As long as the US can invest in Canada and get resources and food at a reasonable enough price, it may not matter. The South Park people have started on the jingoism, though, just in case... &lt;g&gt;

PS I&#039;m going to a Commonwealth Club session this coming Monday night where a Canadian will argue for &quot;ever closer union&quot; with the US, not on climate grounds.</description>

I&#039;ve attended two Clean Tech conferences recently where the presenters made a strong claim that China is doing quite a bit, and that they&#039;re preparing to clean our clock in terms of clean technology development.  While the U.S. is largely ignoring the potential for clean tech R&amp;D China is going gangbusters for it.  Hence the &quot;Sputnik Moment&quot; message the Obama administration is pushing.  So while China is today doing lots of carbon emissions I wonder if they&#039;ll do enough clean energy deployment to reverse their trend.  But would they go so far as to shut down the coal plants they&#039;re currently building at high rate of speed?

My reasoning to go through all that is it&#039;s not quite a MAD scenario because China is behaving differently than the U.S.
